Position Summary:
Heifer International is seeking a Chief of Party for a USDA-funded project in Cote d’Ivoire focused on Coffee and Coca sector development. The Chief of Party (COP) will provide overall leadership and technical direction for this project. The project will focus on improving the livelihoods of smallholder cocoa and coffee farmers as well as creating an enabling environment for all stakeholders along the cocoa/coffee value chain. Duties will include the execution of program strategy, overseeing the design and delivery of capacity building activities for smallholder farmers and other value chain actors, and effectively engaging multiple stakeholders (public, private, non-profit) to deliver high-quality, sustainable project results. The COP will also be responsible for the management of the project and will serve as key liaison with the USDA, the Government of Cote d’Ivoire and implementing partners. S/he will ensure proper reporting, financial oversight and compliance of the project in accordance with USDA rules and regulations.

Major Duties and Responsibilities:

  • Lead a team of international and national staff, both technical and administrative, in the management of a five-year project
  • Provide overall technical leadership and administrative oversight to achieve the results of the project.
  • Oversee and be responsible for financial and administrative aspects of the project, including managing the budget.
  • Ensure timely delivery of all project results and delivery of reports as well as strong compliance with USG funding regulations;
  • Liaise and manage relationships with USDA, host country officials, Heifer headquarters and country office in order to ensure smooth project implementation;
  • Represent Heifer International and the project with other implementing organizations, funding agencies, and others as needed.

Education, Experience and Other Qualifications:

  • Minimum of 10-15 years of experience in project management, supervision, administration, and implementation of grant, cooperative agreement and contract requirements (including meeting deadlines achieving targets, and overseeing the preparation and submission of required reports), on projects of similar nature.
  • Advanced degree in Agriculture Science, Agribusiness, Agricultural Economics, or related field desired.
  • Experience with US Government assistance funding required; experience with USDA programs strongly preferred.
  • Experience maintaining working relationships with all project stakeholders, including coalition building and promotion of public-private partnerships a plus.
  • Ability to prioritize, handle multiple tasks and meet deadlines under stressful conditions;
  • Experience leading and managing a multidisciplinary team of both national and international staff;
  • Previous experience as Chief of Party and or Team Leader on a similar setting, preferably on a USDA or other USG-funded, agriculture project;
  • Must reside in-country for the duration of the project.
  • Excellent troubleshooting and problem-solving skills;
  • Understanding of the agriculture sector, especially the cocoa and coffee industry, in Cote d’Ivoire and/or the region
  • Excellent written and oral communications skills in English and French.
  • High level of maturity, good judgment, flexibility and integrity of character;
  • Demonstrated ability to implement systems and procedures and the ability to effectively communicate these to program/technical staff in order to ensure their compliance;
  • Cultural sensitivity, and an ability to engage in difficult conversations with high level officials, victims, and other stakeholders

  • Develop an understanding of and become a strong proponent of Heifer’ s Values Based Holistic Community Development (VBHCD) throughout her/his tenure.
