British American Tobacco has an exciting opportunity for an External Affairs Manager UEMOA Markets to join our team in Ivory Coast, Abidjan.
Missions :
  • The main task will be to contribute to sustainability at an end market level by shaping the business environment through the planning and execution of campaigns designed to deliver the preferred regulatory future as defined through the strategy & budget cycle. To drive and manage the continuous development of BAT’s regulatory engagement with a view to promoting tobacco regulation which balances the interests of consumers with the interests of society.

JOB PURPOSE

To contribute to sustainability at an end market level by shaping the business environment through the planning and execution of campaigns designed to deliver the preferred regulatory future as defined through the strategy & budget cycle. To drive and manage the continuous development of BAT’s regulatory engagement with a view to promoting tobacco regulation which balances the
interests of consumers with the interests of society

Key Responsibilities

Business

  • Work with the Head of Legal & External Affairs to ensure that regulation (including illicit trade, excise) is a core part of the development of market(s) business strategy and business planning fully reflects the reality of the tobacco control environment.
  • Support the Head of Legal & External Affairs in ensuring that there is a clear, actionable view of the regulatory future, highlighting priority issues, as an outcome of the markets business planning process.
  • Develop and execute market(s) regulatory campaign plans, to achieve desired regulatory outcomes and also financial impact mitigation for more immediate issues. This may include activities designed to balance public debate where appropriate.
  • In conjunction with the Internal Communications Manager, drive awareness and education programmes for all levels of staff to ensure that they fully understand and have access to the company’s regulatory views and messages on smoking and health
  • Develop and execute an agreed rolling 18-month regulatory cycle plan, to include coordination of appropriate cross functional engagement with all key stakeholders through an account management matrix
  • Ensure the execution of activities required by above market campaigns
  • Update key stakeholders by exception on the progress of campaigns and regulatory developments to ensure that regulation is a visible component of on-going business processes
  • Contribute to the development of zone, area and regional regulatory strategy/initiatives as required
  • Complete and maintain a comprehensive stakeholder mapping and classification process, constantly reviewed, updated and utilised in developing breadth and depth of engagement, both in market and to support above market engagement
  • Ensure that Regulatory Mapping Tool data is maintained and reflects cross-functional understanding of issues
  • Apply creativity in the application of the campaign approach and share successes and failures with the Regulatory network to advance the professionalism of the total regulatory management approach over time

People

  • Provide the focal point for regulatory issue management within the market(s).
  • Play an active role in ensuring that all company activities comply with relevant standards and regulations; to challenge non-compliance where appropriate and to ensure that legal consultation occurs as necessary
  • Constantly identify and maintain high quality political and public affairs consultants as required
  • Represent the company on regulatory issues, ensuring and coordinating the involvement of expertise from other functions as necessary.
  • Build and maintain effective relationships and networks with stakeholders influencing the regulatory environment to create a dialogue platform where the company can effectively communicate its views on tobacco control
  • Work effectively as part of the wider Regional network of Regulatory Affairs Managers, constantly raising issues to the zone to ensure alignment and leveraging above-market resources to maximise quality of approach
  • Ensure that the Top Team is informed at all times of regulatory developments that may impact on business results
  • Manage cooperation with/coordinate key industry associations, ensuring effective action on issues of mutual interest
  • Provide/coordinate expert partner support to other functions and the business on general regulation issues

Profil recherché pour le poste : External Affairs Manager UEMOA Markets
  • Educated to degree level
  • Ideally a minimum of 5 years’ experience in either marketing management (including brand campaign development and execution), Corporate affairs or Legal (with a government/regulatory aspect) or political affairs
  • Excellent communication skills - a credible advocate of BAT interests
  • Thorough understanding of the business including the wider industry
  • Aptitude for engaging credibly across functions internally and building networks/relationships with key stakeholders internally and externally
  • Excellent written and verbal communications skills
  • In depth and up to date knowledge of local political and policy-making processes
  • Ability to apply project management principles to campaign execution
  • Management/leadership skills – motivating others to act
  • Cross functional appreciation of the business – Marketing, Operations, Finance, Legal & External Affairs
  • Understanding of the tobacco industry and its political, social and economic environment
  • Active interest in business, tobacco and tobacco control issues, aptitude for absorbing information and intuitive application to the debate
  • Ability to empathise with stakeholders and use insights to formulate campaign approach
  • At least 5 to 7 years Experience in external engagement role
