Poste proposé : Senior Project Management Advisor

CAMRIS seeks a Senior Project Management Advisor for an upcoming task order under the International Technical, Operation, and Professional Support Services (ITOPSS) IDIQ. The Senior Project Management Advisor shall assist the USG CDC Côte d’Ivoire program to build capacity of staff and effectively oversee all financial and management aspects of cooperative agreements and program contracts as well as provide agency leadership in the oversight of the project management portfolio. This includes providing expert advice and recommendations during budget discussions with senior CDC country staff based on analysis of partner management practices, CDC policy and U.S. Federal Acquisitions Regulation. With knowledge and experience in CDC cooperative agreement policies and good management practices, the Senior Project Management Advisor will work with CDC Deputy Director for Operations (DDO) to provide training and coaching support to CDC staff in country on assisting partners to ensure all required funding and required documentation is completed in a timely manner, effective partner supervision, sample auditing, using appropriate tools to review vouchers and scopes of work to build capacity of CDC Côte d’Ivoire program management team. Additionally, the Senior Project Management Advisor shall support the CDC-CI Director and DDO with communications and accountability of the program management branch by preparing financial reports and ensuring cooperative agreement award tables are up-to-date for Country Operations Planning and facilitating communication with PGO and PBEMB in Atlanta at Headquarters. The contractor shall prepare and submit financial reports as required to CDC management for approval and then forward approved reports to CDC HQ and other government entities, as required for effective management of all CDC cooperative agreements and program contracts.  The Senior Project Management Advisor should be prepared to contribute to national and international meetings as required to maintain and improve best practices in accountability, partner supervision processes and effective management of CDC cooperative agreements, particularly related to the PEPFAR program.


Note: The position is contingent on contract award.


Finance and Budget Services

Provide services in the areas of annual program budget formulation and execution for both field and Headquarters’ activities

The Senior Project Management Advisor shall participate in the development and planning of the budget for the local program and the overall program budget for the entire fiscal year and future years’ needs as relates to all cooperative agreements and programmatic contracts. This will include working with locally employed project management and technical staff to ensure completion of the annual preparation of the Country Operating Plan (COP) program budget and activity templates for all CDC partners. The contractor will also prepare quarterly presentations on CDC agreements which may be shared with the Ministry of Health and HIV; and quarterly reports on the pipeline status of all partners for CDC country management based on coordinating with locally employed project management staff.


Review all CDC Cooperative Agreement, Grant and Program Contract Budgets\

The Senior Project Management Advisor shall review budget projections and work with locally employed project management staff to ensure there is appropriate documentation of all cooperative agreement work plans, technical reviews and budget tracking by partners and sub-partners prior to submission for accuracy, compliance with applicable laws and government regulations and CDC policy. This includes submitting relevant forms for new awards, carryover requests, partner forecasting and closeout documentation to CDC-Côte d’Ivoire Director and DDO for approval before sending to Atlanta Headquarters offices.


Provide CDC management with feedback and suggestions regarding improving the budget and project management, development, review and execution process


The Senior Project Management Advisor shall provide CDC management with feedback, suggestions, new tools for improving the budget development, review, execution, and audit process for cooperative agreements at the country level that comply with Generally Accepted Accounting Principles (GAAP) and Federal Accounting Standards Advisory Board (FASAB) standards. Office of Management Budget (OMB) circulars A-123, A-134 and A-136 must be complied with and standard reporting formats employed.


The Senior Project Management Advisor should have the capacity to develop effective working relationships and participate in high-level meetings with the Ministry of Health and HIV, Ministry of Education, Ministry in charge of Social Affairs, Ministry of Finance and other relevant authorities to advance the objectives within cooperative agreements for CDC in Côte d’Ivoire. The contractor also develops effective working relationships with CDC implementing partners’ leadership, particularly Directors of Administration and Finance to ensure complex management and operational functions conform to USG policy. The contractor must apply a working knowledge of a broad range of relevant local and US laws and regulations to verify documents are complete, accurate and in compliance with U.S. Government requirements.


The Senior Project Management Advisor shall participate in the establishment or purchase of cooperative agreement and financial management systems, and advise CDC management regarding various reporting requirements and data inquiry needs that must be included in appropriately documenting the use of CDC/PEPFAR funds in Côte d’Ivoire. The contractor shall make recommendations and develop data storage systems, files and recordkeeping systems that comply with federal records management requirements. This includes advising CDC Management on suggested internal controls and financial procedures for tracking work in grants, cooperative agreements, partner acquisitions, vouchers or invoices, and periodic partner and sub-partner audits. In providing these services, the contractor will only use pre-existing and approved CDC desktop environments and software (e.g., Microsoft Excel). No new system-level / complex development or server-based implementation of an IT system is planned or anticipated. Should such need become evident, DGHT staff will coordinate with CGH’s IIRO and IT Governance team to ensure appropriate evaluation, funding, and performance of any and all EPLC-related activities or expenditures.


Provide CDC locally employed staff and implementing partners with training and coaching to improve cooperative agreement and contract management and control processes


The Senior Project Management Advisor shall develop and present a training and coaching program in project management, for project management and technical staff to CDC Director for approval to implement.  This may include identifying appropriate CDC-offered training opportunities in cooperative agreement and financial systems management or other relevant subjects complemented by country-level tailored coaching for results and targeted training in the partner review, auditing, budget tracking and other filing systems the contractor shall be developing or improving.

  • Education and experience in financial management of HIV/AIDS programs.
  • Ability to manage complex international cooperative agreements or contracts.
  • Ability to deliver training and coaching services.
  • Clear understanding of the U. federal grants and budget processes and cycles.
  • Master’s degree in public health, social sciences, public administration, or a related field with a minimum of 7 years’ post graduate work in public health or public programs.
  • Certification in Project Management or Grants Management.
  • International experience is required.
